Seit 2013 hat eine Arbeitsgruppe unter Leitung der Sumitomo Mitsui Trust Bank Empfehlungen dafür erarbeitet, welche Maßnahmen Japan ergreifen sollte, um den Wert des Naturkapitals in politischen Entscheidungen zu berücksichtigen.

Eine kurze Zusammenfassung liegt auf Englisch vor: 

Sumitomo Mitsui Trust Bank published "An Introduction to Natural Capital:  Challenges for the nation, regional governments and companies".  The Bank had set up a Natural Capital Study Group in April 2013, backed by the Trust Forum Foundation and chaired by Masaru Yarime, associate professor of the graduate school of public policy at the University of Tokyo. Based on individual researches and proposals made under the theme of ”Study of Natural Capital in Economic Assessment”, the Natural Study Group, which includes representatives of universities, companies, the government and NGOs, published the results of discussions on what methods and procedures should be adopted in Japan to take natural capital into account when conducting economic activities. 

The book consists of five chapters listed as follows: 
Chapter 1: Approaches to natural capital of UNEP FI and the government of Japan among others
Chapter 2: Involvement of corporate management and disclosure in natural capital 
Chapter 3: The method and issue of assessing natural capital including its quantitative assessment 
Chapter 4: Adoption of finance and investment in natural capital 
Chapter 5: Dealing with natural capital in Japan from the viewpoint of regional governments, town planning, and the land system
